FHFC Certification Filing in Fort Myers
Before the county will grant a Live Local Act exemption, your property needs certification from the Florida Housing Finance Corporation. We gather the unit, rent and income records, prepare the filing and keep it organized so next year's certification starts from a clean file.
Why your property needs FHFC certification
Two separate offices handle the Live Local Act property tax exemption. First, the Florida Housing Finance Corporation confirms that your qualifying units follow the income and rent rules. The county property appraiser then relies on that certification while reviewing your DR-504AFH. Skip the state step and the county step has nothing to stand on.
For us, certification opens a record you keep adding to, not a one-time form. The unit lists, rent rolls and income papers we put in order now are what you will draw on at each annual recertification. A clean file from year one is how the exemption keeps paying off.
Owners and managers work with us at our office or over phone and video, so the filing gets done without anyone stepping away from the property.

What our certification filing includes
- 01
Eligibility check before anything is filed
We confirm your unit count, the number of units set aside for qualifying residents and whether rents sit within the published limits. If something does not line up, you hear about it before a filing goes in.
- 02
Unit and rent schedule
We build a clear schedule showing each qualifying unit, its bedroom count, the current rent and the applicable limit. Reviewers can read it quickly, and you can reuse it next year.
- 03
Income documentation review
We check that resident income records support the income tier claimed for each unit. Gaps get flagged with a plain note on what is missing. Our Resident Income Verification service can fill those gaps if needed.
- 04
Preparing and filing the request
We assemble the certification request and supporting documents, walk through them with you and file with the agency on your behalf once you approve.
- 05
Follow-up with the agency
If the reviewer asks a question or wants another document, we handle the reply and keep you updated in plain language.
- 06
A record built for the years ahead
You receive an organized copy of everything we filed. It becomes the baseline for Annual Recertification and your County DR-504AFH Filing.
Questions about FHFC Certification Filing?
Call(239) 977-9492Signs it is time to get help with certification
You think you qualify but have not applied
Many multifamily owners with income-restricted units leave the exemption unclaimed simply because the process looks confusing. A short review tells you whether it is worth pursuing.
Your rent roll and income files do not match
Units listed as qualifying without current income records are the most common reason a certification gets questioned. Sorting this out early saves a lot of back and forth.
The property appraiser's deadline is getting close
The DR-504AFH is due to the county by March 1, and it depends on FHFC certification. If you are short on time, a structured process helps.
A prior filing was denied or returned
We look at what was sent, find what the reviewer objected to and rebuild the package on firmer ground.
Staff turnover left no clear records
When the person who handled last year's filing has moved on, we piece the file back together so the exemption does not lapse.
How a certification filing runs with us
- 1
A phone review
We go over the property, how many units it has and what they rent for. By the end of the call you know if eligibility looks likely and what we would ask you to send.
- 2
Collecting your records
You send the rent roll, unit mix and resident income files. A short checklist from us spells out exactly what to include.
- 3
Drafting and your approval
We put together the unit schedule and the certification request, then review it with you on a phone or video call. The agency sees nothing until you say yes.
- 4
Submission and follow-up
We send the request to the Florida Housing Finance Corporation, respond to any reviewer questions and tell you once certification comes through, so the county filing can proceed.
What affects the cost of certification filing
Every property is a little different, so we price after the free review rather than guessing. The fee depends mostly on how much work your records need before they are ready for the agency. You get a clear quote by phone before we start.
- Number of qualifying units
- A larger set-aside means a longer schedule and more resident files to look through.
- How organized your files are
- When rents and resident incomes are already up to date and agree with each other, preparation goes fast. Stale or incomplete income paperwork adds hours of cleanup.
- First filing or a refiling
- A first certification builds the file from scratch. Refiling after a denial means working out what went wrong before anything else.
- Timing against the deadline
- Starting well before the March 1 county deadline leaves room to fix problems calmly instead of in a rush.
FHFC certification questions we hear often
Does FHFC certification count as my exemption application to the county?
It does not. The Florida Housing Finance Corporation only confirms that your qualifying units meet the income and rent rules. The county property appraiser grants the actual exemption after reviewing your DR-504AFH, and it expects the certification to be in hand. We can take care of both steps.
How many properties have you prepared filings for?
Our count so far is about 100 Florida properties. Working through that many files teaches you where reviewers tend to slow down, such as income records that have gone stale or rent figures that disagree with the unit schedule. We look for those spots in your file before the agency does.
Do I have to certify again every year?
The exemption is not set and forget. Qualifying status needs to be supported each year, which is why we build your file to carry forward. Our Annual Recertification service picks up right where this filing leaves off.
What if some of my units do not qualify?
That is common. Only the units that meet the income and rent limits are counted, and we will show you exactly which ones those are before anything is filed.
Do I need to meet in person?
No. Most clients work with us by phone and video, and you are welcome at our office if you prefer. Documents can be shared however is easiest for your team.
